Game Mechanics: Low level mobs gating

Gating is suddenly much more prevalent. The included screenshot is of a cinder goblin shaman in Solusek A gating. I'm looking for in-era evidence about gating, but I'm hoping that this behavior is so obviously abnormal that it isn't needed.

I noticed the same problem when I was fighting on my low level paladin in the warrens. A low level mob gated on me. Here is a video I posted on youtube as evidence: https://www.youtube.com/watch?v=chT1hiaWJTs

Wizard elemental in the hole also gatr now, they weren't before patch

There is actually a Kunark classic bug that pets above a certain level gated, this was fixed in early Kunark.

Edit: this patch, July 2000:

Pets, both PC and NPC, will no longer cast "Gate".

Bandits in the karanas gate now as well, it's a touch more than ridiculous.

yeap the gate AI suddenly hitting low level mobs, that surprised me in Kaesora, before patchs they would never gate, now suddenly 90% of casters gating and im talking about, i have PLED, killed level in both zones never seen a low level mob gate until now, searching through all LOGs in the last 2 years.
