No that’s completely true
It’s also true that if a person stands at the edge of someone’s front yard (but not on their yard, on the public property of the street) yelling at their home all day for multiple days, that family would be well within their legal right to get a restraining order, or in my state what’s known as an order of protection (OOP). I’ve helped multiple people get them in municipal court in my job. You fill out a few forms, takes about an hour:
“A restraining order or protective order, abbreviated PFA, is an order used by a court to protect a person, object, business, company, state, country, establishment, or entity, and the general public, in a situation involving alleged domestic violence, child abuse, assault,
harassment, or sexual assault”
The only reason that a public figure cannot do this for protestors is that there’s not a way to identify each one. That’s it
