Yes, you are correct. If you fear a mob when it is rooted, you interrupt their casting. I believe they won't be able to cast spells if you are out of melee range. I am not sure about the part that they can't cast spells if you are in melee range, not sure if I have tried that specific experiment.
BUT... if you fear a mob, interrupting its casting, it will revert to being not afraid and will still attack or cast spells during the root, and if you fear it again, it won't interrupt it if the first fear debuff is still on it [You must be logged in to view images. Log in or Register.]

Correct. I've been posting this trick a lot.

If a mob is Rooted and Feared, it won't cast OR summon.
