Miscellaneous: LAG and disconnects, even though connection is fine

I will periodically lag and become the only person in the zone, this is a precursor to some sporadic action a minute or more later, such as I clicked to open a door and it finally opens, or I try to access the banker and the window finally opens. I have no other issues with connectivity on any other game or device. It happens on my laptop and desktop, so I don't believe it's a hardware issue related to my computer, and I also got a new router, worrying it was connected to my old router. Nothing seems to fix it. I am using comcast/xfinity and have speedblast, which is 200mb connection. I average 70mb download and 10+ upload. I have tried everything and cannot figure out what's wrong. Has anyone else ever had this issue?
