Who is asking them to deal with anything?
ban RMT transactions Enforce their rules Make easy to enforce rules for raids. Or just make a level 50 level cap vanilla only its easier to deal with. Make level 45 level cap unable to engage the dragons thats fine too.

At this point, I probably won't be able to play. But I still want to see it happen.

If I had the skills and $$ I would launch my Vanilla server using the Titanium client and classic resists.
Can't download the RoF client.

The focus of the EQ EMU community has allowed P99 to thrive as a gold standard server, while significantly weakening the non P99 servers. The non P99 servers don't really represent the total interest in another PVP server. The people that play a new PVP server every time are (in my mind) true pvp guys and really like to have fun. At the same time when they thought that Red 99 was going to be their sandbox and they were beat back by classic everquest blue style play (lots more people, lots more hours) it was kinda sad to see them eventually complain and leave.
I'd bet my life on 2 or 3 solid years of a new red 99 progression server which is exactly as long as the first 3 versions of the game were intended to last. best option would be discord like they originally intended to launch, with regular resets and experimental rulesets, and permanent winners being memorialized on the p99 site somewhere. No burnout, you win or lose and you try again next time if you feel like it.

Red had a pop of 250 for a while and it was awesome. That's all I'll need. I would port people in my guild for free just to get more people playing. Maybe throw some plat out at a noobie. I have to take a break from EQ for a while right now unfortunately.

The request is for a new server so that there will be pop for X amount of time. Ideally there is good pop for a long time but worst case scenario, a few months or a year. That’s better than 5 years of flatline.
