Game Mechanics: Venomous Axe of the Velium Brood

Sorry if this is in the wrong place, I didn't know where else to post it.

I tried using this axe today on my 30 Paladin and it doesn't proc for me; instead I get the "Your will is not sufficient to command this weapon" prompt. I read on the wiki and on zam that it supposedly procs at level 1, although it was later level restricted in a later patch sometime in 2002.

I'm just trying to see if I'm experiencing a bug or if the current status of the axe is intended.

Yea this will need fixed. Suppose to proc at level 1 for the duration of this server.

Axe is only good for twinking so without the proc being classic its no good .

Tons of sources here showing where it was level 1, than changed april 9 2002.
