scout faction turn in? amiable or ally

So I have read a lot of stuff, lots of conflicting and have not risked testing some of the theories. But heres what I know:

You can obtain scout tools at amiable faction from commander leuz

What I don't know(many people say different things)
You can turn in the disc with amiable faction, the entire quest only requires amiable faction.
You need kindly faction to turn in the disc
You need ally to turn the disc in

So which is it? I have read on allas etc about people turning in at kindly, others saying it didn't work even though they got the scout tools the disc was eaten at amiable/kindly etc. Seems like if you can get the tools for the quest at amiable, then amiable should be plenty to get the final reward on turn in.

I am already max ally, so I can't really test it nor do i want to risk losing the extra disc and lower my faction just to re-grind it back to ally to test if other people already know the answers.
