Default Strength Effect on NPCs?

So....I've been trying to find information on the effects that -str or +str has on an NPCs damage.

Is a -60 str debuff really going to mitigate a lot of damage?

Also, I hear that -AC on npcs has a great effect than it has on players?

I feel like the spell Cripple for example is a waste of mana. I would love to read information that contradicts this feeling.

i think NPC rampage/flurry proc rate is based on their dex, not sure about str though

cripple seemed to have a decent effect on mobs like vulak and statue

Strength buffs on an npc make them much more likely to hit for max. Strength debuffs directly impact the mobs relative attack vs your ac and will have a pretty nice impact on the relative damage interval (1-20) the npc does to a tanking pc.

In classic era str and attack debuffs will not hold a candle to overpowered un mitigated slows. On live where mobs now mitigate slow%, shaman slow compared head to head with double Druid attack debuffs yielded some interesting results in that Druid debuffs actually helped tanks take less damage than a slow.

How hard an npc hits uses the same mechanics.

Its level vs its target.
It's attack vs it's targets ac.

Str/attack debuffs are unique in that they give a 1:1 return, whereas there are ac softcaps and points of diminishing returns.
