My theory is that Europe had lots of densely populated flat arable land. So there was more warfare for a longer period of time. Existential threats to a state cause that state to cut down on the rich-robbing-the-poor bullshit and actually do what makes the country stronger.
World War II is a more modern example for America. This is when the state as we know it was put together (only to be dismantled by a long period of no existential threat).
This kind of existential threat happened to many states in Europe over and over again. This drove technological innovation, especially when it came to warfare and organizing people bureaucratically.
Big empires in the jungle and the dessert -- they basically had no existential threats up until the invention of firearms and seafaring. These empires, like the Ottoman Empire or China, were actually more technologically advanced than Europe at one point. But then the elite eventually start kleptoing the state into oblivion and stifle all progress and innovation (big land owners were conservatives that didn't believe they needed to progress/improve things that much).
Eventually Englishmen invaded their shores, and subjected their show-military (mostly their to oppress domestic threats to the elite) to humiliating defeat. Europe had been fighting and training this whole time and its been hundreds of years (maybe thousands) sense these Empires actually had to fight to survive.
Education is military resource. Europe invented Economics, which explained to everyone that the amount of gold you have is less important than the productive power your country demands. Adam Smith was the guy that showed everyone this -- which is the historical context of the rise of Capitalism. Nobels arguing with other Nobels about what was going to make their country more rich. Eventually a new productive class of capitalist replaced the feudal lords.
To this day, a lot of countries are still feudal and not doing much better than Europe was in its Feudal phase. Because Europeans are white -- and most these others are not (but some are keep in mind, and some non-white countries are doing well like Japan) -- this looks like evidence of white superiority...particularly to dumbasses that have no interest in the real reason Europe pulled ahead, and just want to confirm their superiority.
But it's mostly just happenstance.
