The way congress works is that if you are not in majority you don’t participate. This has not always been the case. Congress can change this. They choose not to, so they can blame other party for nothing getting done.

Example: The border wall was originally a Democrat position but Republicans denied it. Later after the media has finished its cycle and made the money, the public will forget. Add some years, Republicans came out wanting a border wall which the Democrats, who previously wanted it, denied it.
