Mulligan Spawn

I have a suggestion for the poopsocking issue. Why don't the GM's just issue "mulligan spawns" or something of that nature. Say maybe each guild on the mulligan list gets one mulligan spawn per week. They may choose the target and negotiate a time. I don't believe this would take much communication on the GM's part and it should clear up some poopsocking to quite a bit of extent. Any suggestions or modifcations to this type of proposal, please feel free to post them.
