There's enough players on red who want nothing to do with RMT, DKP systems, etc that an open-roll guild could probably thrive if someone were so inclined to make it happen. Loot council w/ rolls is the best loot system by a long shot, but it requires having officers who don't care about their own toons who consistently put their guild's needs above anyone elses. Doubt red has many players on that page, which is a shame because guilds ran that way thrive.

Lite's AoN on Redguides back when I started says otherwise.

Can't speak for everquest because I've always been a casual, but in other MMO's loot council guilds have gone way further and been much more enjoyable experiences, given that the officers actually put the best interests of their guild ahead of their own interests. It also takes a lot of out-of-game bullshit work, like keeping spreadsheets of attendance etc. I've been in plenty of top guilds where loot basically worked like

Which class is the item best suited for?
For which player is this item the biggest upgrade?
Which player has a higher attendance rate?
Which member is least likely to guild hop?
Which player has gotten loot recently and which hasn't?
etc.
Have the officers weigh these factors and take a vote. Roll on ties. If an officer is eligible for loot, he's out of the vent channel.

Non-progress raids? Open rolls on a need/greed system.

When members can see that loot is going to where it best benefits the guild's ability to progress, they stop caring if they missed out on a drop or two here or there.

For the most part DKP guilds I've been in are the kind where the members take things super serious but aren't very good. RMT is always rampant.

Then again, I'm also a serious-casual player and not a poopsocker. Do I think any red server guilds could handle loot council without imploding? Hell naw. Too much drama and too many self oriented players on here. With the right players, a loot council system will progress you much faster than DKP. You need a GM and officers who don't mind not being the most geared players in their guild.

a corrupt lootcouncil favors rmt way more than dkp. And yes, kinsawt (inglorious basterds/TR years ago on blue) was an rmter as Nizzar was, so dkp isn't the best option either but still, I would never join a guild with loot council.
