You should keep The Fist of Zek in OH at all times (instead of the Light Velium Warsword), it has a much better ratio. 16/30 > 10/23.
Although, you will not notice the difference much in lower levels, because your Dual Wield skill isn't very high.

Just be sure to not drop under 75 AGI since there is a (AC?) penalty for that.

Some war was telling me Lammy out aggro'd sarnak warhammer bc of the 1 dly 50+. Does anyone believe this ?

1 delay vs a stun proc? Um, nope. I would just do what Falkun said. Go DPS over procs until 50+.

Although, if you want to mess around with proccers buy two Scorpikus Claw Impallers for like 25p each and give em a whirl. If that doesnt work try a venomous axe in the mainhand, then a frostbringer, then a wurmslayer.

Warriors have PLENTY of time to muse and be annoyed or pleased with their threat generation. It's kinda your thing.
