Default Shuttles from Temorous Deep dropping character in water

I am on the Green server. Every time I have taken the boat from FV to Butcher Block, when the boat shuttles zone from Timorous Deep into Butcher Block, my character gets dropped into the water in Butcher Block at load in. I have always taken the starboard side shuttles (right side when the boat faces north). I don't know if the port side shuttles behave the same way.

This issue has not occurred going from BB into Timorous Deep. Again using the starboard side shuttles off the BB dock. My character has always zoned in on top of the shuttles.

One of my worst experiences was going from Freeport to FV on a rogue. Took the boat to BB, then the boat from BB to FV. Went LD zoning from BB into TD and had to swim back and redo the whole thing again, total BS. Almost most annoying was I was thankful that I didn't drown in TD, like one should be happy for that kind of treatment
