Western wastes quadding would be a little bit complicated, to round up four similar mobs is not going to be easy. Much better off pet charming in WW.
Only one real high level quad spot - Cobalt Scar

Quadding 55+ just blows all around. Even in Velious.
Geonids in WL Wyverns in CS Othmir in CS Burning Woods/Skyfire All that stuff is high green/blue, and when they are green you lose a decent bit of exp. You're much better off charming.

It's very easy to learn how to do it in a zone like East Wastes. Can work on CoV faction and then WW is a good option.
But honestly, Kedge->Permafrost is still the fastest route to 60 if XP is all you're concerned about. Perma is rather boring IMO, but great exp.
