Merchants of Halas not on Merchants of Halas faction

I found the merchants started as dubious and guards as KoS (Scowls). I did the polar bear skin quest and wrath orc wristbands (both give Merchants of Halas, Shamen of Justice, Wolves of the North) until the guards (Wolves) were dubious. From that point, I did gnoll bounty (Halas) which gives Merchants of Halas, Shamen of Justice, Steel Warriors, Wolves of the North until guards (Wolves of the north were apprehensive).

None of this has improved the faction with the Merchants of Halas. They remain dubious. Either these quests are not giving the faction hits they indicate, the faction hits are not equivalent, or the Merchants in Halas are not on the Merchants of Halas faction.

Either something has changed or the merchants gain faction from these quests at a SIGNIFICANTLY slower rate than the other factions. Guards and Shamen are at Indif. Did a turn in tonight and suddenly the merchants bumped from Dubious to Apprehensive (where the guards and shamen started at Threateningly and the merchants started at Dubious).

Quest looks fine. Merchant type NPCs never /con below dubious even if your faction points with them is deep KOS.

So while your merchant faction looked like it was "stuck" in dubious for a long time, you were really working your way though even worse faction levels.
