SoNH named not dropping gems

As a Ranger I always kill them as I run through in hopes of picking up a ruby of black sapphire. They (at least some/most) definitely did on live.

This site has a pretty good write up on the swamp of no hope cycle. It's clearly not working as intended here.

Got a blue diamond from an Froglok Impaler like last week trying to get a damn ton totem.

The gems are a LOT more rare then they were on live.

should be about 3.75% chance of dropping cash loot/gem, the cycle isnt working though as far as I can tell. Same named respawns 400 seconds later at the same spot everytime.
