Skeletal Worker Faction in Overthere

I've noticed that the skeletal worker on the boat (as opposed to the ones on the ground next to the boat) in Overthere, next to the spot where you hammer in, is not on the same faction as the other skeletal workers and the rest of the outpost. While convenient for people who hammer in when KOS (since he cons indifferent at all times right now) I don't think this is supposed to be that way. Does anyone have info on this?
