Missing Book of Dark Bindings in Qeynos Catacombs

The Necro research book (Book of Dark Bindings) should be purchasable off of Kubder Restona @ 280, -380
He does not have it available. It is not on any other merchants in the zone either.

Well not to sound like a dick or anything, but providing 'evidence' from posts in 2004, doesn't show that the NPC you are asking for the item to be put on, should actually be there.

I figured it would be sufficient as the book should be available to Necros in Qeynos. There was a missing robe as well off one of the merchants which was itemized finally. It leads me to believe that the merchants in the Qeynos catacombs were not well reviewed (which is understandable). I'll keep looking (if needed) for earlier evidence..
Additionally, the merchant in question has the various other items which I have seen on similar merchants in other cities. (similar in that they had the research book plus similar supplies.. spell reagents, quills, parchment, etc)
