I can't get this quest to start, call of the flame quest seems to be broken....

Bumping this post. The initial Sealed Love Letter is not obtainable by Rangers above level 50. Lily will continue to respond with she does not trust you despite meeting the appropriate requirements and going through all of the dialogue correctly.
