Taken from various pulling technique posts:
Agro and damage is long enough after the cast for a warrior to run out of LoS behind a wall to prevent agro chaining.
Blazing Bracer of Fennin Ro is the best pulling tool for wars in the game imo, with line of sight zones too you can single pull, just nuke - then run behind a pillar or wall and wait for it to hit (bolt effect) then you've got yourself a single pull. (atleast most of the time)

Agro should not be instantaneous on archery either, should have time to move or hide yourself.
3) sneak up slowly to the mobs with the longest range throwing/archery item you have.
4) hit your range attack key (single not autofire).
5) hit stealth mode while arrow is in the air.

Posts are a bit past the timeline, but the mechanics described are in line with the monk pulling guide from 2001: http://www.monkly-business.net/forums/archive/index.php/t-8933.html and not a single patch note between 2007 and 1999 mentions changing arrows and bolts to instant.
