NPC Lukas Hergo (http://everquest.allakhazam.com/db/npc.html?id=10469) shouldn't be spawning - implemented with the newbie armor quests.
In addition, Rocthar Bekesna, the evil warrior GM in the Qeynos Catacombs, still has a lot of the text responses involved with the newbie armor quests.
