The Filled Penance Bag should be handed back to Squire Gristle, the spell vendor whom gives out the hammer and bag for the quest. I turned it in tonight and he ate it. GM Derubael is under the impression the quest works by turning it in to a different NPC (i'm guessing one of the class GM's)

ALL of the Shadowknight guildmasters will reject your penance. You have to turn them in to Squire Gristle, a Shadowknight spell vendor.

I said I was unsure if that's the correct NPC to turn the items into, because your turn-in failed but I've seen others succeed on this server - I just can't remember who they did the turn-in to.
After going and looking at the NPC you did the turn-in to, I'm fairly sure that's the correct NPC, and he just ate your items.
I'm sure nilbog can come confirm this at some point, but for now, petition for a reimbursement (but keep in mind reimbursement petitions take a significant amount of time to process right now).

Yea no worries. Fortunately with multiquesting enabled one can simply make a level 1 sk, turn in their starter weapon then log back over to turn in the bag of sarnak heads to complete the quest, bypassing the penance quest. Figured I'd try to do it legit the first time anyways tho.

Did you turn in the Rites of Exoneration Tome along with the bag?

Yep.
I see the quest requires both of these components.
