I couldn't find a write up on the web so the following is from current Live EQ.

Welno Tanlonikan says 'Yes, I just knew you'd see it my way, <name>. Anyway, welcome to our little part of Ak'Anon's underworld. We have to pay a high price to keep our small organization hidden, which keeps us all busy around here. Once you are ready to begin your training please make sure that you come back to see me after collecting your initial supplies! I have many things to teach you that you would benefit from, from furthering your knowledge of our arts, to the various [trades] you will have available to you.'

Your faction standing with Deepmuses got better.
Your faction standing with Merchants of AkAnon got better.

As a small difference on Live, the turn in item is labelled "Note" and not "A note". Also, the portion about the [trades] leads to this text from a neighbouring NPC named Morlan Tanlonikan. I didn't investigate this to see what era it came from or what the quest is.

Necroing this to maybe clarify.

It seems the Gnome Rogue (non-Bertox) starting note is the wrong version. It is written from Welno Tanlonikan, but the npc in-game is actually Welno Tanboots. Welno Tanboots will not take this note, nor will any other rogue guildmaster.

There is very little information online about this, but it appears that Welno Tanlonikan was the second version of Welno Tanboots, meaning that this note is probably a later version as well.

Granted, this is not a huge deal (especially given the popularity of rogues) as it does not affect much beyond the initial tunic and faction hit, but it would still be cool to be able to turn that note in at some point.

The original note doesn't exist in the database that I could find. I'd already pulled the text from live and modified it as best I could...

Are you receiving the wrong tunic?

No tunic is even given out. Welno (and every other rogue NPC) just tosses the note back to me without saying a word. No tunic, faction, or xp. I asked the only other gnome rogue I've seen online about it - level 20 something - and they too said they weren't able to turn it in when they started.
