Cargo Clockwork Quest in Steamfont was always broken in Classic. The mobs that attack the Cargo Clockwork would never spawn like they were supposed to. This was fixed much later but the mobs are too high for the zone around the windmills and the reward for finishing the quest was out of line with classic rewards. The bandit mobs Hector, Jerald, and Renaldo need to be removed.

These mobs do indeed spawn and the quest giver gives the quest tezxt but she will not accept the heads.

Is it supposed to be in-game or not? The quest was technically available it Classic, it just never got fixed until 2005. By those standards the reward is pretty pitiful.

Funny story actually. Aeolwind spent like days making those timed scripts work. He made the cargo clockwork path and cause the bandits to spawn and he was pretty proud of it. Then we discovered that the reward (Highway Protectors Mask) was way too OP for classic and we removed the reward. The rest of the quest was left in, but you are unable to get the reward.
