This quest is probably re-broken, see:

Fiddy will not accept a Piranha Tooth, any quantity. Neither will "Wickystick" (Marshal Lanena). Dialogues are there for Fiddy, just not the turn-in.

Was just coming to report this one myself. A;so can't advance the dialog on either npc.
