The prices merchants pay for enchanted jewelry changed sometime in the past 18 months. I am not entirely when it happened, but the new prices are definitely wrong. Merchants are currently paying less for enchanted jewel craft items than the cost of the mats.
Some evidence that enchanted items are worth more to merchants than the cost of the mats.
You can usually sell magic jewelry for a very small profit.

Merchants will pay you roughly what the components cost when you successfully make an item, assuming decent faction and good charisma (above 100). So you lose nothing on a success sold to a merchant. Failure destroys the gem and the metal bar. Merchants pay a little extra for enchanted items, but not enough to justify enchanting bars for items you will sell to the merchants.

Anyone able to tell me when and why these prices were reduced on p99?

just a gut feeling but probably because people where doing jewelry to make some plate. Their where some combines which where netting a net profit of some plate ( not sure amount ) so people would sit their and combine over and over <shrug>
remember same thing on live during early EQ with fish fillets before they got nerfed.

I guess this is possible, but it is not like its an exploit. It's classic and it's quite slow since you have to enchant every bar to make tiny margins with a 5% fail rate.

You did not make any plat that way. The failure rate was greater than the profit margin from enchanting. It just made skilling up less expensive.

There were actually a couple of pieces with a greater than 5% margin (which means you can make money) when enchanted, but most had less and those were not much greater than 5%. At least that was the case here before this ghost nerf and was the case as far back as I can find exact merchant prices on zam( which unfortunately is not back to correct time frame.)
You are correct that this is this benefit to most people who care at all though. I know when I leveled my enchanter early on red I was enchanting most of my combines to save money.

their was a post i can remember where and who but talked about fire opal combines making plate cause the gem is sold by merchant vs its original source which i believe was temple solesk ro< zone next to lava storm>

The problem with a combine giving a greater return than the mats, even considering failures, is the inevitable exploiting through 3rd party programs that will follow.
