Recently just got lvl 14 on my druid (coming of Age, all hail the SoW) and started casting Cascade of Hail... noticed that it only did one wave of damage, when I was under the impression of it being 3 waves.... am I doing something wrong? do I get more waves the more I level up? (i know thats a LIVE server element, didnt know if that is here) Did a search on the forums, didnt see this anywhere else.
any thoughts?

Rain nukes are stationary. If you cast at point A and mob moves to point B, the 2nd and 3rd waves will not hit.
Rain nukes are limited to 4 hits total. Either you can hit the same mobs 3 times, you can hit 2 mobs twice each, or you can hit 4 mobs once each.*
*You, the caster, are exempt from this. You will get hit with all 3 waves regardless of how many mobs you hit if you cast it ontop of yourself
Rain nukes never leveled to increase waves unless that was an addition in the last 6 months.
I'm guessing either the mob you cast it on moved out of range, or you were hoping the jail with hit 4 targets with all 3 waves. When in actuality they made rain nukes suck for multiple targets, and it is less efficient than targeted AE nukes for multiple targets.

Thank you KINDLY for this reply, it makes everything make sense, I was using it for AOE, and what i meant by increasing with level is the normal Dmg (at lvl 14 it does 27 dmg by lvl 19 it does 32) kinda thing. Alot of the spells in live do that.
but Thank you.
