Pouch of Mistletoe Powder not dropping?

Pouch of Mistletoe Powder (http://wiki.project1999.com/Pouch_of_Mistletoe_Powder) Does not appear to be dropping. I've killed Thistle Underbrush (http://wiki.project1999.com/Thistle_Underbrush) tons of times, and haven't seen it. Also doesn't show up on searches on http://ahungry.com/eqauctions/ as ever having been auctioned.

Allakhazam confirms (http://everquest.allakhazam.com/db/item.html?item=3654) that three mo bs in lfay should be dropping it.

its Bracken's common drop and hes the rarer spawn than Thistle

Thistle was mostly added to the game for the ranger ivy etched quest and he occasionally drops the shoulders. I dont remember if I ever got the Pouch off him, way back in the day I thought I figured out his PH ( the brownie guard that hands out at the Pixie tower ).

I see, well I've never killed Bracken but I've killed Thistle dozens of times. It seems that the pouch just needs to be added to Thistle's loot table. Thanks for the responses.
