Speed of shissar only lasting 19 minutes

Everywhere I look the Speed of Shissar epic says 20 minutes. Why then does the buff only last 19 minutes, is this correct?

Well i can only imagine it doesnt show seconds. so if it lasts 20 minutes, it'll read as 19 minutes when it's 19minutes 59 seconds.
