Anson McBale should be an uncommon spawn with a smuggler as his placeholder.

Eldreth should require at least indifferent faction for successful turn-ins and should be on a variant spawn timer spanning anywhere from many real-time hours to a few real-time days.

Leave the "brigand" alone, and at 11 p.m. game time Vilinus the Small will spawn in his place. From here, there are 3 sub-quests you are able to complete all of which earn you a different item.

Anson - currently does have a placeholder, it's just that our server goes down so infrequently compared to live that he is basically always up. Unsure on commonality of his spawn. But I know after a reset someone's spent a few hours there killing that smuggler.
Eldreth I *thought* required indifferent faction, but I can't confirm since I'm indifferent to him already and not apprehensive. If he isn't that should be fixed. As for respawn:

Reported spawn time of this guy after handing in the rogue epic stuff is 8 hours. I don't know if this is true, if anyone could provide any insight on this that would be great.

I can confirm Eldreth will take apprehensive turn-ins, have done it many times.
My best guess would be the brigand replaces the bandit placeholder on the regular bandit respawn timer, whether day or night, and then Vilnius will only replace the brigand at 11 pm.

K Eldreth definitely needs that fix. There are in era comments of him being 8 hours there, so I'm somewhat skeptical it was a multiday spawn.
As for Vilinus yea I got that, I'm just curious what happens when Vilinus despawns. Does it do a /roll between brigand and bandit. Or does it respawn the brigand since he was already up?

A roll between brigand or bandit sounds like classic EQ behavior to me, but on that point I suppose it'd be up to the developers.

Always spawns at night, does not path.
Vilnius' placeholder is a brigand. The brigand, as well as all the bandits, are on the KaranaBandits faction, but Vilnius is indifferent to all.
However, Vilnius is not there all the time; he has a placeholder (the aforementioned brigand) who despawns around 9 or 10pm game time each day. Once the brigand despawns, Vilnius will spawn at 11pm game time (and will despawn at around 8am game time). If the brigand is up, don't kill him, just wait until he despawns. If you do kill him, Vilnius won't spawn, and you'll have to wait until the bandit spawns again. This time, LET the bandit despawn, and then Vilnius will spawn a little later. Sindier of Tholuxe Paells says that Vilnius always despawns at 6am game time and the brigand placeholder spawns at 8am game time.
It's unclear if "the brigand placeholder" refers to the brigand itself or its bandit placeholder.

There was a previous bug report on Vilnius, that is when he was changed to a night spawn. I'm pretty sure, that post was used as evidence for that fix.
Anson does have a PH and have seen people kill him to get Anson to spawn.
Eldreth, I hear from most posts 7-8hours (which I think is correct), to RL days, so that one is in the air. If you use that as evidence to change Eldreth, you also need to have Yendar as variable spawn time too because that same guide says they both are variable spawn time until 2002, where that page lists them both as 3 hour spawns. Then that same page says in 2006 they made Eldreth a 7.5 hour spawn.
Founy Jestands at location +520, +307, -35 - Currently does not spawn at that loc on p99. That loc is the Pottery Wheel where he should spawn.

Now, he only drops it rarely (about 1 in 10 is the commonly-tossed around figure), so if you're lucky you won't need to collect the robes, but most people do.

The Jagged Diamond Dagger always drops in the guides linked. The guides linked actually imply that the Cazic's Quill should drop every time from General until mid 2001 as well.
To clarify, that is from matt.waggoner.com's walkthrough in the section describing how the quest was gimped in post-classic era, not from the P99 wiki.
It actually doesn't say that at all. It just says that the quest wasn't well thought out and you could easily skip a lot of it if you had a guide. But if you followed the text and did things in order, you would have to do all those things:

Anyone familiar with any of the other epic weapon quests will probably be surprised that the Ragebringer quest is so simple. You have to kill all of 1 difficult mob (the General), and a handful of single-group mobs (Renux, the Coercer, the Ishva Mal, the Oracle of K'Arnon, the Ghoul Arch Magus), pickpocket two items, and run around a lot.
Originally, the Ragebringer quest was far more involved. You had to do the following (assuming you didn't know any spoilers about the quest):
Find Vilnius in WK and talk to him. He gave you a task to find Malka Rale in the Qeynos Aqueduct System.
Go to the QAS and talk to Malka. She gives you Stanos' Pouch.
You give Stanos' Pouch to Vilnius. He tells you that he needs you to do something for him: collect four swords - Painbringer (rare drop from Kobold Champion in Sol B), Fleshripper (rare drop from Kobold King in Sol B), a Mithril Two-Handed Sword (rare drop from the froglok king in Lower Guk), and a Gigantic Zweihander (Karg Icebear in Everfrost). Turn in the swords to Vilnius, and he gives you the Jagged Diamond Dagger as payment.
Vilnius then asks another task of you: collect four robes (the four mentioned above). For these, he gives you the Cazic Quill, another dagger.
He then asks one last task: collect four rapiers - a Martune Rapier (rare drop from Scorn Banshees in the Plane of Hate), an Eyerazzia (uncommon drop from Scarelings in the Plane of Fear), a Well-Balanced Rapier (purchasable from the Shady Swashbuckler in East Commonlands), and the Burning Rapier, which itself involves a long quest that will take at least 6-7 hours to do. For the rapiers, he gives you back Stanos' Pouch, and tells you to take it to Anson McBale in Highpass.
Give the pouch to Anson, and Stanos shows up. Talk to Stanos and he gives you the quest to recover the stained parchment pieces from Founy and Tani.
Get the parchment pieces, give them to Stanos, and go through the translation rigmarole above, kill Renux, get the Sealed Box, kill the General for his Pouch, at which point you have the Jagged Diamond Dagger, the Cazic Quill, and the General's Pouch, and Stanos gives you Ragebringer.
The quest was gimped in the following ways:
Renux, a mob you are REQUIRED to kill to complete the quest, ALWAYS drops the Jagged Diamond Dagger. As a result, you do not need to collect the four swords.
Stanos can be spawned by saying to Anson, "I need to see Stanos", which means that not only do you not have to collect the four rapiers, you don't even need to see Malka Rale. Hell, you don't need Stanos' Pouch AT ALL.
General V`ghera, up until spring of 2001, used to *ALWAYS* drop a Cazic Quill, which meant that you didn't have to collect the robes, either! Now, he only drops it rarely (about 1 in 10 is the commonly-tossed around figure), so if you're lucky you won't need to collect the robes, but most people do.
Even if you do need to get the robes, the ones you need are all tradeable (which means you can just BUY them, instead of having to bother camping for them) except for the Kedge robe, but that hardly matters, because you can multiquest the Kedge Robe.
Not that I'm complaining, mind you, but Ragebringer is by far the most common epic weapon because the quest was gimped so heavily. Verant can never change it back to full-strength, however, because so many rogues who haven't completed the quest would bitch insanely about the facts that 1) it's been this way for over a year, and 2) it's unfair that a whole bunch of people got to do the easy version just because they were able to do it first.
Those aren't post-classic changes. Those are just a list of oversights that make the epic easy. Infact one is the OPPOSITE of a post-classic gimping:

So general, during our time frame, should drop quill 100% of the time. Until mid-Velious. Making the quest easier. The quest was later made harder... Not gimped.

RAGEBRINGER QUEST WALKTHROUGH
(MUST be level 50 to talk to all major quest NPCs and have them respond with the quest info and to be able to be rewarded with turn-ins, even the side quests)
1) Find Malka Rale in the Qeynos Aqueducts at location +380, -210, +80. Say "I will help" to get "Stanos' Pouch."
- Malka's placeholder is "A courier."
– "A courier" will despawn at 8 p.m. game time, then Malka will spawn at 10 p.m. game time in the place of the courier.
– The courier does NOT need to be killed to get Malka to spawn, just wait till 10 p.m.
2a) Travel to North Kaladim and locate Founy Jestands at location +520, +307, -35. Pick pocket the "stained parchment top" from him. He is a rogue GM near the bank.
– He will despawn at 8 a.m. game time and respawn at 10 a.m.
– He will NOT always spawn with the parchment piece.
– If you get caught while PPing then zone ASAP - the zone is close.
2b) Travel to Neriak 3rd Gate and locate Tani N'Mar at location +650, -1300. Pick pocket the "stained parchment bottom" from him. He is a rogue GM in the rogue guild hall.
– He will NOT always spawn with the parchment piece.
3) Find Stanos Herkanor in Highpass Hold (in secret smugglers camp - must go through underwater tunnel) at location +10, +325, +45. Give him both the "stained parchment top" and the "stained parchment bottom" at the same time to receive the "Combined Parchment."
– If Stanos is not in the camp then give Anson McBale "Stanos' Pouch" you received from Malka Rale to spawn him. (Be sure to stand on the table behind Anson when giving him "Stanos' Pouch" or Stanos may not spawn - this happens because you may be standing on Stanos' spawn point)
– If Anson is not in the camp you will have to kill his smuggler placeholder.
- The smugglers are fairly high level and will require a full well rounded 50+ group to kill. (although they can be killed with less, it is unsafe to do so)
- (OPTIONAL) Stanos was found to have spawned after saying to Anson that "I need to see Stanos." He will say it better be important and Stanos will spawn if you are not standing on his spawn point. NOTE: you may have to do the pouch method first time though, because you may need high faction for this.
4) Travel to Lake Rathetear and locate Eldreth in the island tower at location +2600, -550. Hand Eldreth the "Combined Parchment," 100 platinum, and 2 bottles (unstacked) of milk all at once to receive the "Scribbled Parchment." If you don't have at least indifferent faction with him, SNEAK when turning in the items. Eldreth will then despawn.
- Eldreth is a totally rondom spawn spanning anywhere from many hours to a few days (Real Life Time).
5) Travel to the Plane of Hate to pick up the "Book of Souls." Located at location -60, +320, the spawn time is 10 hours. The book spawns on the bedside night stand in the bedroom located in the top floor of Maestro of Rancor's building.
6a) Travel to the Steamfont Mountains and locate Yendar Starpyre (a gnome in an SMR.)
– Yendar wanders the entire zone so have a tracker.
- Yendar is a totally rondom spawn spanning anywhere from many hours to a few days (Real Life Time).
After he has been located hail him to keep him from running (saying "book" also stops him) and give him the "Scribbled Parchment" you received from Eldreth. He in turn will give you another note called a "Tattered Parchment". NOTE: Yendar no longer despawns after giving him the scribbled parchment.
6b) After you locate him a second time give him the "Tattered Parchment" and the "Book of Souls" at the same time. He will then despawn and a level 50 female human rogue named Renux Herkanor will spawn nearby (she quads for 200+ and wields a weapon which procs clockwork poison - a spinning stun spell.)
Quickly engage combat or she will despawn in a short period of time. See below for strategy on defeating Renux.
After Renux has been killed, loot the "Jagged Diamond Dagger" and the "Translated Parchment" from her. She also drops an off-hand only 1HS sword called the Trochilc's Skean which procs clockwork poison and 2 new pieces of Ravenscale armor.
– The "Jagged Diamond Dagger" can also be obtained through a side-quest involving Vilinus the Small (See Side Quests below.)
– WARNING: It is said that after Renux is killed, Yender will respawn immediately after. THIS IS FALSE INFO - YENDAR IS RANDOM SPAWN
7) Return to Highpass Hold and re-locate Stanos (if he is not up see #3 above) in the smuggler's camp. Give him the "Translated Parchment" you looted from Renux and in turn you will receive "a sealed box."
8) Travel to Kithicor Forest and locate the Dark Elf House at location +800, +2400. Give the box to any one of the night spawns there to spawn General V'Ghera. Pull the General to a safe spot and kill him. Once he has fallen, loot the "General's Pouch" from him. Also, if he dropped the rare "Cazic Quill" loot this item as well. He drops many other things that are not needed for the quest and may be given to those that helped you though the quest.
– If he did not drop the "Cazic Quill" you must obtain it through a side quest involving Vilinus the Small (See Side Quests.)
9) After you have obtained the "Jagged Diamond Dagger," the "Cazic Quill," and the "General's Pouch," travel to Highpass Hold and give them all at once to Stanos to receive the Ragebringer. (If Stanos is not in the camp, see #3 above.)
SIDE QUESTS

These three side quests involve an NPC named Vilinus the Small. He can be located in Western Karanas in the bandit camp at location +340, -6700. Making him spawn will take some work. a "Gigantic Zwiehander" (from "Karg Icebear" in Everfrost Peaks.)

a "Robe of the Kedge" (from "Phinigel Autropos" in Kedge Keep OR the "Coercer" in Kithicor Forest),
a "Robe of Ishva" (from the "Coercer" in Kithicor Forest),
a "Shiny Metallic Robes" (from the "Ghoul Arch Magi" in Lower Guk),
a "Robe of the Oracle" (from the Oracle in the Ocean of Tears.)
– The third quest results in "Stanos' Pouch." Yes, that is the same item Malka Rale simply gives you in Qeynos Aqueducts. Return to Vilinus the Small all at once: (Note: There is no real reason to do this particular side quest.)
a "Burning Rapier" (obtained from a quest),
a "Martune Rapier" (from "A Scorn Banshee" in the Plane of Hate),
an Eyerazzia (from "A Scareling" in the Plane of Fear),
a "Well Balanced Rapier" (from the "Shady Swashbuckler" in East Commons.)
NOTE: Although the "Side Quests" yield many of the same items as the quest needs, it soley cannot be done to complete the quest. Renux drops the "Jagged Diamond Dagger," Malka Rale gives you "Stanos' Pouch," and the General drops the "Cazic Quill," although the Quill is VERY rare and will most likely have to be obtained though the side quest with the midgit.

Sorry if you tried last night...my alt went LD in Kael's arena, and
then I couldn't log back in with either her OR the corpse mule there...
repatching the zone didn't work until today. I don't think Ryou would
come back complaining about me being bored, though...
So I'll try and shoot you a /tell when I log on tonight...once I can
figure out how to get out of the arena (put on the resist gear
and hope run III is enough...)
The disclaimer is the same one that's been up since about 6 months
after the rogue epic was added to the game. See, Renux always drops
the JDD, and the General always drops the pouch. The General ALSO
used to ALWAYS drop the Quill, too....which really shortened the rogue
epic a lot more than it used to be (my main got his epic during this time).
Now, your friend can expect to spend a lot of time in Kithicor trying to
round
up folks to single pull-and-kill Q'ioul when she spawns 90% of the time in
an Ishva robe, and having a heart attack the one time it's 3am CST and
she pops in a green robe...not to mention learning to speak japaneese
while going on every single Kedge raid out there...

The quest giver will eat everything until it's done by
a 50+ rogue.
Which is not far off of many other epics, with some
pieces obtainable at much earlier levels than the level
to actually "do" the quests.

Plane of Growth quests I can confirm require level 55+ to complete. Atleast the Druid one does. Multiple comments on this.
Your quotes seem to match what I'm saying though Ele. Just narrows down the time frame. The first post says Quill was 100% until spring 2001. May 2001 quill isn't 100%. So the change was March or April 2001.
Jagged Diamond Dagger is always 100% though. The level 51 thing I *think* was the case on Max server. I think on Live it is doable at 1, but I'd have to confirm.

My bad, I misinterpreted that walkthrough on matt.waggoner.com, but I do have to posit that since a number of things with this quest already aren't classic, and we've now been in Kunark for an absurdly non-classic amount of time, making the quest marginally more difficult would only be a good thing. I would totally support the Jagged Diamond Dagger change.
I mean, I don't farm rogue epics very often and I have four Jagged Diamond Daggers on my characters and they are a pain to sell because they're so easy to obtain.

I played live from launch until the release of Luclin, and I swear level 51+ was a thing for epics. I never once saw someone lower level with an epic. I'd just like to hear some testimonies from other people about what it was like on their server during this era, because to me having not only a level 51 requirement to initiate epic quests but also to be able to multi-quest epics seems more in line with The Vision© than anything.

I can confirm I got epics pre-51 on several classes on Live. Time-period was beyond 2001 though. But still dunno how much they would've changed that aspect of the quest if it was one.
Honestly wouldn't be too opposed to it but I think thats hard to prove in era cause no one was doing epics in-era at that level.

Yes... not because of any limitations on the weapon itself but beacuse the NPC you hand in to (Stanos) will only give the reward if you're 50 or higher, otherwise he just destroys the items.

I brought up the whole MQ shit before and left feeling salty but accepting.
Kind of like how I did when the "all items should proc at the same right" stuff went down. Felt just as salty/accepting at the time.
But the way true spirit faction works here and the levels that npcs will accept epics and even MQs right now... just... I cannot agree with it.
Because? Honestly, wouldn't people have been selling ragebringers during PoP? I NEVER saw an epic MQ for sale.
Further, my feels were that many more npcs along the way in the epic quests here should be level dependant on accepting things and require the true spirit faction appropriate. Further STILL, true spirit should reset back to a level where the NPCs won't allow you to do it again.
Reason: A bard on RZ destroyed his epic in an oven in a fit of frustration. The ONLY WAY to get it back was to have the GMs restore it. He (Melvyn) even said to me you can't redo the quest again.
Links like the one Dald just dropped give a little more credence back to my previous assertion. We disproved it with live data which I'm usually cool with doing depending on the zone/spell/quest... but with the advent of epic 2.0's etc on live.. I can't help but feel like the original mechanics of the epic quests changed.
That said its just my 2cp and I won't begin any kind of zealous crusade to get the current implementation changed. I'll leave it to Dald ;).

The hate is strong with this one.
The quote I link specifically is not listed among the 7 pages of that thread, and it clearly says that the items are eaten by Stanos. Whereas most of those quotes just say quest NPC won't talk to you here or there (which is how it works on P99). They rarely say "my turnin was eaten".
Having a few quotes about them being eaten at lower levels would be helpful though for such a change.
Though reading through the posts, there is talk about whether there rogue epic is completable on Mac server sub-50... I think I did it on my rogue there I just don't remember the level. I'll have to dig logs when I get home

After reading through the thread khanable linked and doing some of my own research, it's pretty obvious that if a pre-50 rogue managed to obtain a pouch, Quill, and Dagger in classic-era live and turned them in to Stanos, they would've been eaten. If this is for any reason not how it works on P99, please don't make us link dozens of quotes from around the internet to prove it.
However, multiquesting is still up in the air and we need more solid evidence of someone attempting this with a pre-50 rogue and having their items eaten. It sounds like to me that once a 50+ rogue initiates the quest by turning in any of the three final items, then literally any completion of that initiation by anyone will result in them receiving a Ragebringer. If this was indeed the case on live then it's undoubtedly a loophole that the original EQ developers didn't catch, and by all means would have been fixed if they knew it could be exploited so easily.
