Cargo Clockwork

The Cargo Clockwork quest in Akanon/Steamfont isn't working. I was able to collect the heads from the highwaymen, but the warrior guildmaster in Akanon (Jarah Reskan) doesn't take them. She doesn't even give a response like "here, I don't need this" or anything. The items are just returned.

This quest isn't classic, and the Highway Protectors Mask's stats are out of line with classic.

Than can we get the Dev's to stop the bandits from popping or acknowledge that the quest isn't classic on the boards?

I've had the heads in my bank for a month now waiting for it to be "fixed".
