Rebby Willend

This has to do more with Rebby's faction than his spawn rate. He is always up.

Rebby Willend should have the following factions:

Carson McCabe
Coalition of Tradefolk
Coalition of Tradefolk Underground
Corrupt Qeynos Guards
The Freeport Militia

He currently has CoalitionofTradefolkIllegal also but should not.

I recently had him aggro my mage pet and killed him and now I am threatening to the nfp bankers but indiff or amiable to the guards. This is a sad thing for me. I am not sure if this faction is the cause of my threat to banker status but its definitely not one of his factions.

Coalition of Tradefolk Underground = Coalition of Tradefolk Illegal = CoalitionofTradefolkIll
So Rebby giving faction hits to both was likely an oversight, one was a rename of the other and is no longer used.

Also changed Janam and Rebby's primary faction from Freeport Militia to Coalition of Tradefolk Underground.
