Please let me quote developer comment of these two mobs not dropping the keys that people need for the 7th khukri quest

"Changed up a lot of spawns in the jail area.

My question is, after reading this older thread written for a year ago:

Has this been fixed now? According to the thread above, people spent up to several months just to see these keys drop, if at all.

a goblin penmaster should drop bone key and bone necklace (someone on server just got a bone key from that mob so apparently it does drop. But the bone necklace is according to him not dropping at all)

a goblin penkeeper should drop a stone key. According to earlier thread, it didnt drop for 4 months.. so question is, has this been fixed now? Is it worth trying to farm it? I spent 8 hours yesterday with no drop, and continuing today. Another guy spent some days and didnt see any all he saw was bone key from penmaster but no bone necklace from penmaster nor stone key from penkeeper..

So please confirm:

a goblin penmaster - dropping bone key and bone necklace (does this work now?)
a goblin penkeeper - dropping stone key (does this work now?)

Any idea of its rarity? According to some of it on wiki, 17% but thats not true it seems.. more like 0.1 % ?

Well eiger as I am, I want to provide evidence / data to the GMs so they actually have something real to work with:

Yesterday I confirm that a lower lvl shadow knight talked to me and he had "A Bone Key" drop from "a goblin penmaster" - but he claims A Bone Necklace is bugged and actually doesnt drop at all (please investigate GMs)

Now TODAY after killing 30x "a goblin penkeeper" over 2 days (8 hours yesterday, 4 hours today) I had A Stone Key drop! so it DOES indeed drop and is not bugged .

Having that said, we need GMs to investigate if A Bone Necklace indeed drops from "a goblin penmaster" cuz thats the only drop we have yet to see and we have around 50x goblins killed so far this week.

Reading your link, it does not look good about A Bone Key / A Bone Necklace i guess from "a goblin penmaster", in that thread I read this from Developer:

"I dropped the penmasters loot table on accident last time I messed with this, don't bother looking for the bone key/necklace until next patch. Everything else is working as intended.

Fixed, pending update."

It kinda supports our worries that A Bone Necklace actually doesnt even drop. Im surprised though that A Bone key did drop for that low lvl sk yesterday -- cuz ive killed like 50x "a goblin penmaster" over previous 2 days and the only thing that did drop from the mob was copper key (which he always drops)....

I think "a goblin penmaster" is bugged at the moment -- he is supposed to drop A Bone key and A Bone Necklace -- but he only seems to drop copper keys at the moment. Thats basically the only issue here (sorry for alot of text but wanted to be as detailed as possible so other SKs can know the situation as it is today 2015-03 :) the good news guys is: i had A Stone key drop from a goblin penkeeper! so it aint bugged. Its the penmaster thats bugged :p

Ah its actually already announced by Developer in Link above that 'a goblin penmaster' loot table is broken at the moment. But will be fixed in next patch.

Any news as to when next patch might be due?

As per today 2015-03-23, I can confirm that this has been fixed -- "a goblin penmaster" now drops both Bone Key and Bone Necklace,

Along with A Stone Key from "a goblin penkeeper" you can now turn them 3 in to "an enslaved iksar" and recieve "A Coarse Iron Needle" and thus finish second last Khukri quest!
