Guard Valon at the toll booth in West Commons is eating Orc Pawn Picks (he equips them) and is not giving the quest reward/faction.
Thanks.

I've turned in many orc pawn picks the last couple of weeks on several toons. I did lose a few before realizing that he's sometimes broken.
Guard Valon is very inconsistently non-responsive. I always hail him now before handing him pawn picks. If he won't respond to the hail, don't hand him picks, as he'll eat 2 of them, and dual wield the other 2 against his next opponent.
I have not been able to nail down any of the variables which cause him to be non-responsive. I have perceived that if his partner, Guard Colin, is up, and holding a sword, that Valon seems to work normally. I have no hard evidence of this though.
Since he has a very short lifespan and re-spawn timer, I just wait for the next spawn, then hail him, hoping he hears me. If his next re-spawn fails to respond to me, I camp that toon nearby and do something else.
On a side note, thanks to all the higher level players that are always willing to give me a minute to conduct my business with him before executing him!!!

If you hail him while sneaking, will he turn around and kill you?

Yea. Maybe get a nearby faction aligned friend to test for you? I've had similar things happen, his turn in radius might be super small, try getting as close as possible first as a temporary fix.

Every time I've run by this guy and hailed him he has been broken. Tried turning in a few times with no success.

Tried the quest last night only to discover it was broken; subsequent search led me to this page.
Just here to report that the quest is still broken.

I just tried this on the pve server and it worked fine after patch. Are you turning in a total of 4 picks?

Correct, turning in four picks at a time. I'm on the blue server as well.
Guess I'll give it another shot.
Edit: Don't know if it makes a difference but I was a KoS Iksar using sneak.

Tried again today using same MO. Worked perfectly.

I've been killing him for xp, and i have left him up for people that requested so over the last few days. Seems hit or miss weather he equips the picks, or completes the quest.
I let them know they need to hail him first to see if he's giving quest dialogue, but they don't always listen.

And another turn in, same MO. Didn't work, he simply ate the picks. I was practically hugging him from behind so it's not a distance issue.

Doesn't work for me, though. If I hail him, he'll turn around and pound me into the ground like a peg.
