not sure if nilbog saw in the other thread, but according to this Legacy of Steel post, you should be able to turn in Yelinak's Head and Dain Frostreaver's Head to King Tormax while sneaking(indifferent)

I ninja looted the head. Now, I had asked around some and was told that to do the quest you only needed indifferent faction. I tried to put together a group to help me clear out some giants to get to ol' Tormax. Unfortunately, no one was in the mood (funny how no one is in the mood when the shield guy isn't up). Well, luckily Kaemon was the hero of the night. He came to Kael, stood on King T's throne and summoned me. So I was standing there behind Tormax thinking, "If I hand him this head and nothing happens. . .I'ma be Numero Uno on a lot of shitlists." With palms a-sweating I handed King T (who on a good day, scowls at me, ready to attack) the head of Dain Fleshbeater. Luckily, unlike my 8th Coldain ring, I managed to not fuck this quest up beyond recognition. Felt really nice putting this bad-boy on tonight:

FYI I did the turn in while dubious to Tormax, plus he was the Fabled version heh.

Went from dubious to Amiable. Nice.

I handed in heads to Bvellos till I got to dubious with Tormax, then used sneak to get indiff. Have new groovy gloves!

As of 5/14/2003, I was able to turn in my Yelinak head to Tormax with high dubious faction. I assume the same will be for the belt.

Nothing from Fabled was during Velious. I know because my Vah Shir bard (see luclin) looted the fabled frenzied ghoul 1-2 days after release of it during planes of power for the upgraded FBSS.

So if the mob was fable, ignore it. It is def post luclin/ during Pop.

Fableds appeared during the 5th year anniversary of EQ, 2004. Not during PoP, 2002.

there are next-to-zero posts about these quests within era, however it seems unlikely that they changed the faction required for these turn-ins during luclin and beyond, even more so unlikely that they would change them to dubious on tormax only

Hmmm I don't recall any fabled mobs during velious when I played back in 01 maybe try and dig a little deeper before using fabled mobs as proof for classic changes.

According to Absor, as of the last patch you now have to have at least amiable faction to complete King Tormax's quests.

which would imply that you could do it at lower than amiable faction prior to june 2001.. which matches up with the posts suggesting it's possible to sneak turn it in
