Buff Stack Issue with Spirit of Ox clicky pants

i don't want Spirit of Ox top slotted, so to make my buff stack i do the following buffs on my monk in this order:

Aura of Blue Petals (Blue Flower of Functionality)
Illusion: Skeleton (Amulet of Necropotence)
Arch Shielding (Tri-Plated Golden Hackle Hammer)
See Invisible (Bracer of the Hidden)
Aura of Black Petals (Black Flower of Functionality)
Aura of Green Petals (Green Flower of Functionality)
Aura of Red Petals (Red Flower of Functionality)
Aura of White Petals (White Flower of Functionality)
Spirit of Ox (Grand Master's Leg Wraps)

then i click off the Aura of Blue Petals, click my monk epic for Celestial Tranquility so that i can then bury Aura of Blue Petals below Spirit of Ox; i can't do this originally to bury Spirit of Ox since the cast time on the pants is longer than the duration of Celestial Tranquility

9 out of 10 times when i zone, Spirit of Ox appears in my top slot, despite being in slot 9 when i apply it prior to zoning

this is (seemingly) the only buff/clicky that has this issue consistently

i've tried using different buffs first aside from Aura of Blue Petals(jboots, levi cloak, etc.) and Spirit of Ox still gets bugged just about every time

the only way i've figured out that sometimes prevents this is to do the original buff stack with Aura of Blue Petals top slotted, zone, and THEN click it off to reapply it

Cant figure out how to recreate this, but the same is happening to me. Im using a telescope. But I will set up my buffs and zone and where my telescope effect was(top slot) will have a bottom buff in it.

This issue first showed up with the forced beta's patch around Dec/Jan. This was the patch that was supposed to fix the dispell counters.

Levitate
Grim Aura
Jboots
Spirit of the Ox

Click off Levitate then use Telescope to move Levitate to bottom

Or if not worried about Levi then I use the Jboots and move them to bottom slot

Either way once zoning with top slot empty Spirt of Ox is moved to top slot.

bump. Spirit of Ox (from thurgadin monk pants) is *always* the first spell lost when I get hit with a spell, no matter how deeply buried.

I've had:
Jboots
Levitate (Pegasus Cloak)
Major Shielding (Stave of Shielding)
See Invisible (Bracer of the Hidden)
Aura of Black Petals (Black Flower of Functionality)
Aura of Green Petals (Green Flower of Functionality)
Aura of Red Petals (Red Flower of Functionality)
Aura of Blue Petals (Blue Flower of Functionality)
Spirit of Ox (Grand Master's Leg Wraps)

and a dispell still takes away Spirit of Ox and nothing else.
