Minor issue, but Shining Armor currently has a dark green appearance. According to Alla the armor tint should be a bright blue color RGB 0, 100, 250.

May 30, 2001 - Changed the color of the Kael SK quest armor from a very pretty blue-green to a more appropriate reddish-gray.

Another case being the enchanter SS equipment should be black (gloves, boots, etc) but appears white on p99.

I'm curious if it's white on all races. I ask because it turns out that although the Shining Armor has a green appearance on my High Elf, it is dark blue on Half Elves. It should be bright blue on both, but perhaps the default armor tint is correct and the armor just varies in appearance depending on your race.

That could be the case, the incorrect/buggy white gloves and boots I saw was also on a High Elf, and I have yet to see a another race with the equipment.
Also the Velium Encrusted Gauntlets showed up as brown on my Erudite, and are suppose to have a black plate appearance. I am uncertain if this is the same issue or not.

Paladin Sky Shrine armor is also wrong for Erudites. I saw it on a Dwarf and it appeared to be the correct color and graphic, so this seems to be a consistent issue with Erudite and High Elf velious armor colors/graphics.
It should be a purple/blue, darker then the Kael armor:

But on p99 it instead shows a murky brown/red (yet to acquire the BP and legs, so only arms, bracers, gloves, helm and boots shown):

It has to do with the textures default color underneath the tint. Use thurgadin armor as your base look. The chain bits that join the armor together remain the same color. This look is specifically bad looking for high elves and maybe erudites (as i have never seen erudite thurgadin plate).

I may be wrong here but I've noticed this on several pieces of gear where Alla says the color is 0,0,0 -- to me, this just says there is no tint, and it's the default color for that type of armor.
Example: Grey Suede Boots
http://everquest.allakhazam.com/db/item.html?item=3567
Claims to be 0,0,0 -- but I believe this have been, and always should be, just the default color for that type of armor shown
Example: Cabilis Scale Armor
http://everquest.allakhazam.com/db/item.html?item=854
0,0,0 -- However it's just the normal default color for that armor with no tinting
Example: Robe of Enshroudment (actual BLACK robe)
http://everquest.allakhazam.com/db/item.html?item=2092
has color 1,1,1
Fyi: Pally armor in revamped hate is the darkblueish-purple/lambent color on a dwarf.

This makes sense, yet when I took the base RGB values from High Elf (http://wiki.project1999.com/images/Fashion_velious_highelf.jpg) and Erudites (http://wiki.project1999.com/images/Fashion_velious_erudite.jpg) textures and blended them with the RGB value for Shining Armor, it should still be blue.

I believe this is related to the dynamic lighting that is present with directx8/9+.
If you notice, bronze, valorium, lustrous russet etc also have differing tints.
Here's a thread with some screenshots:

I'm not sure how this is fixable without client magic to disable directx lighting.

On high elf pally's the helm is blue and the rest of the set is a green color.

Bumping this. seems to be an issue with plate classes where thier normal "colorless" plate graphic is yellow. when they equip a "colored" plate item the yellow from the base persists and "mixes" with the new color. This is why you see high elf clerics with skyshrine armor that is green instead of blue (blue and yellow together = green) and a high elf bard in skyshrine armor that looks brown instead of grey (three or more color combos = brown) in the bards case that is yellow + grey.

the base color for high elf velious plate is gold, not grey/white like most races
a grey tint on gold makes it a dark gold aka brown
a light blue tint on gold makes it a dark green

Though the OP concerns Shining Armor (Kael), which by all accounts should be blue for High Elves, other posts here have mentioned Scaled Knight's Armor (Skyshrine) and unfortunately it seems as though its current color is classic or at least was initially, for a time.

Granted, that's only one post and there were still several months (and one or two patches) from that date until Luclin's release, so it's possible a fix was put in (making its color the same blue that other paladin races had) during what is considered late in the classic timeline, possibly even with the Chardok 2.0 patch? I was not playing EverQuest when classic was on the cusp of Luclin, so I don't know. However, of the three screenshots on Allakhazam's page for the Scaled Knight's Breastplate (http://everquest.allakhazam.com/db/item.html?item=5735), one shows a female High Elf (Luclin graphics) wearing the same color blue as the Human and Half Elf models (also Luclin graphics) in the other two screenshots. So obviously a correction was made, it's just a question of when exactly that occurred, pre- or post-Luclin. I will do some digging around the internet later today and see if there is mention of it anywhere.
