These mobs are dissapearing shortly after aggro'ing and returning with mobs from upstairs.

Not 100% sure these are related, but likely they are. Mobs get stuck in walls when pulled, pop out in a different area of zone in an effort to get to the puller, and potentially train the group as a result.

This is an issue everywhere there are multiple levels.
Yesterday we had Sontalak wall pinned inside his tunnel and after 40 seconds he warped up top onto the snow above and proceeded to summon and kill everyone until he was dragged down.
Basically if there are two floors to a zone, and you're on a bottom floor, randomly if you Melee push a mob, it can warp from the bottom floor up to the top floor.
This goes for architecture like archways and buildings too, not just normal floors.
This sounds like a not easy fix however though.
