A Sealed Letter

The "A Sealed Letter" for the Mystic Cloak quest, appears to have been changed to a NO DROP version of the item, and the previous LORE only versions of the item no longer work for the turn in. Do I have to get a new Letter, or can the quest be changed to accept the old ones?

Uthgaard: Linara and Tolkar Parlone's family uses new stationery, old notes will no longer work; in addition, you need to be at least amiable to do the quest

Linara being the one that gave you the note, and Tolkar being the one that accepts it.
