While fighting The Final Arbiter in ST the other day, I observed some bizarre rampage & flurry mechanics occurring. The Final Arbiter flurried our rampage tank on multiple occasions. From what I remember on EQmac and EQlive, flurry should only attack the primary target. The rampage tank should not be taking any flurry rounds unless he becomes #1 on agro through procs or dropping below 20% health.

If anyone could add logs from EQlive or EQmac that would show that mobs shouldn't be flurrying the rampage tank I would appreciate it (*looks at Daldaen*).

Flurry: extra set of attack per round. Will only affect your MT.
Rampage: Mob will do an attack round on one extra person other than MT. I'm sure there will be 20 people that will say rampage hit 5 more targets, but that's because the rampage people keep dying. It's really 1 more person. Depending on the encounters, you will have to learn how to deal with it. It can go from healing the small damage (Vindicator rampages rarely, for example) to other strategies (Arch Lich rampages every round). The fun part is figuring the boss mob fights.
Flurry will just effect the MT. Its extra attacks verus one player. I believe its 2 or 3 extra attacks. Slow and or cripple will reduce this. If you arent the main target you wont get flurried on. AOW or Tunare is in this category.

I tanked for my guild on zek in 01' while we did sleepers, and I specifically remember the mobs being able to flurry both the MT and the rampage tank.

Would you be able to post proof if you can find some? I doubt you have logs from back then but it's worth an ask.

Here are a few excerpts from an EQclerics post (http://www.eqclerics.org/forums/showthread.php?t=17179) suggesting that mobs were unable to both rampage & flurry until Planes of Power:
Rampage and Flurry are mutually exclusive with very few exceptions; if a mob rampages, it won't flurry and vice versa. Enrage is common for many highish level (55+?) mobs and even high level pets.
The flurrypage mobs seem to be in the elemental planes only, as I can't recall seeing it anywhere else (but then my guild isn't Time flagged, so can't say for there.)

I hope the devs start handing out bans for these idiotic trolls of the bug forums.
