Kromzek Mercenary Brooches (for the Potion of Draconic Rage quest) are dropping from mercs in Wakening Lands and Kael, but their quest NPC, Torm Wenrar, is missing from Skyshrine.
The barbarian is reportedly located near 144.18, -697.46, 43.72, which is the same room as Sarot & Guardian Synarus.

zone in, through the gate, take a left. Go straight, taking all right turns, you go upstairs, and he is in one of the rooms up there.

The only citations I can find about the Brooch quest are from 2002 and beyond, so I am not even certain this item/quest is Velious Classic. Either the Brooch drops need to be removed, or the quest NPC needs to be added.
