Orc Scalp Quest in HPH

Captain Ashlan's quest is broken.

If I hand him an orc scalp from the orcs in HPH, he says nothing and I get no XP or faction updates. I wasted 5 scalps before realizing it wasn't working.

If you could please fix this, it would be wonderful. It is a great faction quest. Thank you.
