I hit Theodore Exanthem once. He started hitting me back.

I waited a bit but he showed no sign of capitulating, so I hit him again. That was probably a big mistake. Not wanting to kill him I /quit. When I logged back in the interrogator was still at the hermit hut but no sign of Theodore Exanthem.

Anty way to reboot this step or am I going to have to start all over again with the Qeynos Investigator's Badge Quest (#1)?

This wasn't ready to go in until next patch. The interrogator was Erroneously added with the partial June content. So don't attempt it until you see it in the patch notes next time. As far as your recourse, I can't answer that :/

Well, badge #1 isn't a huge pain, so about all I can say is "Hurumph".
