Reinforcements for the Tunarean Regiment

I have attempted to turn in this quest 5 times, and regardless how I've done Part 2 Krofer consistently eats the Report.
I've allowed the 4 giants to despawn, the next attempt I had killed the giants,
the 3rd try i had a druid calm the giants which allowed me to tell them to Troop Attack when reaching their final destination,
based on a suggestion by someone who has completed the quest I then skipped Krofer and tried turning in the report to Hlesson, and
lastly as Raev said, I have completed this quest on Loraen. I just gave Krofer the mission report back immediately after triggering the giants.
My friend attempted to spawn the giants, kill Krofer, and turn in after he respawns. Going by the guide, and attempting other methods nothing is giving a positive result to resume the quest.

I can confirm. I have attempted this quest 4 times on my enchanter Brainfreeze. I went to Krofer and picked up the report. Then, I turned it in to Drioc and he gave me back the item to give back to Krofer. I went back to Krofer and handed it in, received back the item from him and the giants spawned. From there this is what I did:

1. Tried to immdiately hand in the quest item back to Krofer.

2 Tried to wait till the giants despawn.

3. I let the giants spawn, and then KILLED Krofer in attempt to reset him, returned after he respawned.

4. Had the spawned giants attack the village and then hand in the note to Krofer.

In all variations he ate my quest item.

I just went through this quest.

Went to krofer, gave him the note.
Giants spawn at Kael entrance
Follow them to sifaye village
Target Hlash and say 'attack' (note you need to be really close to talk to giants)
They attack the village and are killed
Go back to Krofer, hand him the note
He gave me the 'report of failure' and depopped

The turn in was successful, the reason why the quest was not continuing is because during or after the Giant event is successful a Quest version of Krofer spawns, and the faction groups were killing him any time prior, this time i was able to communicate with the faction group so they did not engage him.

I see. The way this was written could have those results.

Pending update, rewrote a portion of Krofer's script which would fail if he was killed while event was running.
