Didn't do a large sample of tests, but nuked a skyash drake 2x with ignite bones and a mature wurm twice, never had a resist. Also used ignite blood regularly while fear kiting and never had a resist, that spell does have a -100 adjustment, but that should bring the spell to more normal resist ranges. All mobs in skyfire should have higher than average fire resistance.
