Description: Hierophant Zand doesn't have hail text or respond to quest prompts.

Steps to reproduce bug:
Hail Hierophant Zand (no response)
Say "I lost my cudgel" or any variation thereof.
Expected behavior:
He should hand you a book that you turn into the Taskmaster. It starts the Penance quest. The book is also necessary to complete the Penance quest.

When you have 7 Powdered Bones, put one bloodwater in there and hit combine. Then turn that bag and the book you have into your guild master.
Shaman Penance quest.
You say, 'Hail, Hierophant Zand'
Hierophant Zand raises his hand and looks up. 'May the wisdom of the ancients lead your soul to suffering and everlasting pain. Such is the will of Cazic-Thule. I see something in your eyes, ______. Have you lost something... your cudgel perhaps?'
I tried every variation of
"I lost my" "I have lost" "I have lost my" .etc and
"cudgel" "iron cudgel" "iron cudgel of the petitioner" .etc
I tried with indifferent faction as well as warmly.
no such luck.
