Bump, this source has been trusted and used as evidence many times in the past. This is the same patch that CoS was nerfed, JUNE 27, 2001.

Sorry to necro bump, but I've been researching Dalnir lately and indeed cudgel 6 is classic. Do you need specifics on the quest for easy implementation? Searching just turned up this thread.
Other threads in this matter seemed to say it should be in game, but weren't sure if it was implemented.

The player, Cradossk, posted a guide for the 6th Cudgel quest (https://web.archive.org/web/20010430023232/http://www.championsofcabilis.com:80/skull6.html) at Champions of Cabilis (Apr2001 - last capture in era). We see it marked unsolved due to a missing component.
The Dristilate has been confirmed created with those items and an alchemy bag, the Opal Slush is held up by the lack of Sponge Mushrooms. These were originally not in game but GM Aradiel has stated he'd put them in as of January. I'm still looking though so this may still be bugged. I will hassle him on this.
Cradossk provides some updates at Allakhazam:

Sponge Mushroom Found, Xinth Made
By: Cradossk

Just an update for everyone. Sponge Mushroom are foraged in Nurga. This was added a couple patches ago after much harrassment by myself. I have not personally made Xinth but a fellow Shaman has. He is now going to try to give it to the Mad Iksar in Droga as our first try. Just thought I'd update you.

Major Update
By: Cradossk
Posted @ Tue, Jun 26th 12:27 PM 2001
Big updates on this quest. If you charm the Coerced Channeler in Dalnir and hand him the Xinth potion he is replaced by Vagnar. Vagnar gives you a skull then runs off screaming. He's aggro at that point and can be killed. He points you to up high in the place of Burning Pines. In Burning Woods outside Chardok are the 2 guard towers. It's possible to get into the East tower top if you have levitate and scale of the wolf on. You can climb up the side of the mountain and run for it. Inside you meet Atheling Plage. If you say "Give me the Skull of the Sisters of Scale" he starts a dialogue asking for the skull of Digalis. This skull is dropped by the Iksar Slave in Droga who is a Shaman. He's down in the jail and looks like the Monk quest guy but mumbles to himself. Kill him (you take a Cabilis faction hit, weird...) and get the skull. Return to Atheling and he spawns Mystic Doval from the Bar in Cabilis. Doval is a Sarnak Lover and attacks you while Atheling heals him. Easy kill at 51. Doval drops the 2nd skull needed. If you ask Doval back in Cabilis (kinda screwy since you did just kill the guy) about the sisters of scale he tells you one of the skulls is up for sale in the Lake zone. Go to one of the Kloks there and ask about it and he tells you he gave it to a staunch lizard Champion. He can tell you who if you get him a Sarnak Dragoon Helm. Now these aren't dropping but after speaking with GM Aradiel it should be dropping after the patch tomorrow. So there you have it this quest will hopefully be completed within the week.

* Today was a glorious EQ day for me personally as well as for the Champions. I became the first player on any server to complete the Iksar Shaman Cudgel of the Hierophant quest. This is an immense honour for me personally. I have been at the forefront pushing to get this quest properly fixed as well as the ones beforehand for nearly a year now. Many Shaman on other servers had great contributions to this quest. Thanks to Mercuratrayin, Spri, and Mannra for their work on this quest as well as many many others. There is promise of a 7th Quest to go in alongside the Greenmist quest but we shall have to wait on that. I updated the link in our quest writeups for anyone who cares to read it here

I'm working on adding this quest.
Aside from the Sponge Mushroom in early 2001, and the Sarnak Dragoon Helms in June 2001, should there be any other time locks for the quest items?
For example, when Kunark opens, should players be able to forage Gorge Moss in beholder?

It appears Gorge Moss was added in Sept1999 (https://www.project1999.com/forums/showthread.php?t=392050&highlight=gorge+moss) with the rest of the zone-specific forages.

Xinth
Quixm Quihkoguh | 5/30/2000 4:10:45 PM
I was camping sarnaks and I got this scroll off of a sarnak adherant. It read:
Xinth
From opal slush and dristilate shall come Xinth. From sarnak nightdust, gorge moss, and gorge mushrooms shall come opal slush. From firiona drixie dust, stoneleer emerald plume, and stone chant rock shall come dristilate.
I'm interested in finding out what Xinth is, I may hunt down these articles, where do I find them? Should I forge them together? I'm not sure of the last item to form dristilate.

I am Martin a 43 Bard on Q.
Chant stones are nemed with differant names (use the identify song or spell). They come from Nurga. As to which one to use on this quest I dont know. I guess this will be a trial and error thing.

The plume item can be obtained in "The Overthere" by killing the cockatrice. They are lore no drop.

Last piece is the Fiorna Drixie Dust. That is in Fioran Vie off the drixies.
The Nightdust is also used in the "Beguile Plants" quest, described here in a Jun2000 capture:
Charm Plant:
You get this quest after finishing the handy shillelagh quest. Shrub Marwood requires a few items and will give you the Druid's Charm Plant Scroll in return. Bring him the following: Sarnack Farsight Crystal, Sarnak night dust, Strathebone Healer silk (found in Kasorea), and powder of Tsu. (Mid 30s Quest)
The phrase to ask him was 'What is Fertile Crop?'
These comments indicate that the recipe and the other ingredients it called for were seen prior to Cradossk hitting a dead-end in early 2001 due to the sponge mushroom not being available in-game. I don't believe the quest had any other blockers aside from those mentioned previously.
It's worth noting that there was also an issue with the 5th Cudgel quest which was apparently addressed in Jan2001 (I'll make a separate thread). This may explain why it took so long to discover the 6th Cudgel quest and that it was broken.

I'm still working on this quest, but began encountering difficulties.
I couldn't find any information on Vagnar the Channeler. For the time being I made him a similar level/appearance as the coerced channeler and referred to the writeup on allakhazam, referenced from Cradossk's page writeup.
The iksar slave* is also a bit confusing. In classic, this npc resides in droga. I built his script, but according to some forum posts, there are faction differences between the iksar slave for the shaman skull vs the iksar slave for the monk shackle in addition to the textual differences. Currently they both share the same spawn point.
Could use any additional npc information, or quest information not present on these pages.

So, there are two Iksar's in the Droga jail. One says he is Digalis, a mystic of Cabilis, so unless he's lying, he's not Veltar. Veltar should be a Monk. The other one is a Crazed Iksar Slave and always attacks me. Interestingly, when he does, Digalis jumps in to help me. I tried sneaking behind the Crazed Iksar Slave to talk to him, but he doesn't respond to anything I tried, like "Master Rinmark sent me.", "What is your name?", "Are you Veltar?", "Where is the Shackle of Steel?", etc.

Veltar
By: Anonymous
Posted @ Fri, Feb 2nd 9:24 PM 2001
Veltar spawns in the middle of the cell, his pher is the crazed iksar slave. Don't kill the iksar slave that spawns on the right half of cell or you will get bad legion and mystics faction.
It appears the two "an iksar slave" should not share a spawn with each other. Digalis (shaman slave) shares a spawn with "an enslaved iksar"; Veltar (monk slave) shares a spawn with "a crazed iksar slave".

Thanks, I got the spawns separated and on the appropriate factions.
Does anyone know if either or both of the iksar slaves existed prior to Jan2001? The existing slave had a rule for Jan2001 as well as a day/night despawn mechanic. If there is further information about either of these I can update.

I believe the ficticiousname9 ShowEQ dump (linked above) can be dated to Aug2000 or early Sep2000.

Dragons:
Rumor has it that some new dragons have been spotted in Kunark. It should be noted however that the dragons can be engaged from much further away than is intended. Rather than hold off implementing these dragons for another week, we've decided to implement them now and fix the problem in the next patch. Enjoy :)
We see Gorenaire present in the dump of Dreadlands (https://web.archive.org/web/20040321040611/http://www.geocities.com/ficticiousname9/zone/Dreadlands.html), however, I have yet to encounter any NPC introduced with the Sept. 19, 2000 Epics patch.
It appears there was a separate issue affecting the Shackle of Steel quest:

Is the copper key mob going to be put in with Oct. 31st patch? Cant remember who but someone said that they would make sure that when this went in, that Abashi would make a note of it in the patch msg. Since this has been broken since RoK went live it would be nice to have it fixed before Velious comes out.
No reply from Hobart.

Thanks to the Jan 9 patch the Iksar Shackle of Steel quest now works. The copper key is dropped by the Gobiln Interrogater that spawns in the cell with the broken down door.
