I'm currently camping Razortooth in Kerra Isle for a fishing pole. The problem is that almost all of the spikefish spawns in Kerra are bugged, but this is a game-wide issue pertaining to how NPCs swim.

Right now an NPC that swims is basically jumping their way across the top of the water, spending more time on the surface of it than below the surface, where us lowly players can target and hit them while we're swimming.

If you need an example of this, just head over to Kerra Isle and look at the Spikefish spawns. The fish are literally jumping out of the water. You can target and hit them as they're jumping if you're above the water level, but as soon as they go below the surface they lose aggro and soon start jumping again. If you're below the surface of the water, you can't hit them at all (spells, songs, melee).

I've run into this with other npcs before. The Piranha in Nektulos Forest and West Commonlands. Gators in Innothule and Upper Guk. Pretty much where mobs try to get away and there's water nearby.

Very complicated issue. I have a few more things to try, for fixing this. But it could take some time.
