On the Quest for the Militia Pike. I turned in the Bixie Berry Pie to Klok Unlar (Location Pos 539.94, Pos 151.40). Bugrin the Gatherer spawned outside in the water. i barely caught him at the zone line. I believe he is supposed to spawn just outside the door and run to the left towards the zone line that he went to. If it wasnt for the fact that i got lucky and saw him in the water he would of got away and i would of had to start my search over for the Froglok escort.
